Royal Decree 2063/2008, which implements Law 10/2007 of 22 June, Reading, Books and Libraries in relation to the ISBN ORDER The International Standard Book Number or ISBN is a number created to provide every book, seen as monographic title, a numeric code that identifies you. This system, used for almost all the editions of books, has become an instrument of identification for any book, which allows the use of computer tools for localization and facilitates, therefore, its circulation in the publishing market. The addition of an ISBN code number assigned to each book is a tool for locating and distributing the same as cultural support.
The international system of numbering books is a standard authentication mechanism, whose rules are developed by the International ISBN Agency, which is the entity responsible private-law nature of the global implementation of International Standard Book Number, Standard ISO 2108, and is meant as a guarantee limited company non-profit, resident in the UK.

Article 8 of the new Law 10/2007 of 22 June, Reading, Books and Libraries, issued on the basis of Article 149.1.10. ª and 149.2 of the Constitution defines the ISBN number and instructs the Ministry of Culture ISBN system development. This responsibility derives from the application of the recommendations adopted by the International ISBN Agency in accordance with the requirements established by regulation. This safeguarding competition in this area reserved to their respective regional governments statutes as expressly provided in paragraph four of Article 8 of the Act.
This royal decree, therefore, developed estimates of the Law, moving to our legal system with international standards, as reflected in the UNE-ISO 2108. At the same time replaces and repeals ISBN forecasts contained in Decree 2984/1972, of November 2, by establishing the obligation to enter into all kinds of books and leaflets the ISBN and the Order of 25 March 1987 that regulating the English ISBN Agency, approved rules decades ago and is outdated. The necessary update is demanded not only by the latest recommendations of the International Energy Agency, but also by the new concept of book that is contained in Law 10/2007. Moreover, this rule conforms to the powers assumed in the matter by the autonomous communities.
The royal decree, in addition to moving their annexes instructions International Agency of the UNE-ISO 2108, empowers the Minister of Culture to update them if required by the evolution of international standards.
Moreover, the additional provision only covers the possibility that the publishing industry involved in the management of the ISBN system through appropriate mechanisms of cooperation, taking into account that according to international contracts ISBN editors are, along with International Agency and local agencies or registration, one of the three levels involved in the implementation of the international system.

ORDER:
Article 1. Purpose and scope.
1. This royal decree is aimed at the development of the ISBN system in our country, taking into account the recommendations and guidelines adopted by the International ISBN Agency.
2. The International Standard Book Number, ISBN number is the number created internationally to give each book a numerical code that identifies you, and to coordinate and standardize the identification of any book to locate and facilitate their movement in the market.
3. In accordance with the recommendations and guidelines should incorporate ISBN publications that are listed in Annex I of this royal decree, also in that Annex for free publications.
Article 2. Functions relating to the management of the ISBN.
1. The Ministry of Culture ISBN management, without prejudice to the powers of the Autonomous Communities.

f) The development and maintenance of statistics on the operations on the ISBN to be carried out, and the presentation of relevant reports to the International ISBN Agency.
g) The maintenance of databases of ISBN.
h) The provision of users of a query system that allows the distribution and marketing of books published in Spain and a more adequate provision of services to the various agents in the book industry.
i) The information and advice to editors and interested in using the ISBN system, without prejudice to the ISBN management functions that have been or may be assumed by the autonomous communities.
j) Any other function necessary to the proper development of the management of the ISBN.
Article 3. Relationship International ISBN Agency.
The Culture Ministry will maintain relations of coordination and dialogue with the International ISBN Agency, to coordinate the implementation of the numbering system for books ISBN.
Article 4. Structure and indication of the ISBN.
1. The ISBN code is structured to mark the guidelines and recommendations adopted internationally.
2. The ISBN should always appear in the publication in question, so clearly visible and recognizable, according to the specifications given in Annex II of this royal decree.
