Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries of the Central Government and its agencies, established in the first paragraph of Article 7 that each Ministry shall, by decree and assigned to the Secretary, a ministerial committee to coordinate the libraries that within its departmental and public bodies and other entities linked to it.
Royal Decree 1130/2008 of 4 July on the basic organic structure of the Ministry of Environment and Rural and Marine Affairs, in his article 13.3.m), attributed to the Technical Secretariat of the direction of the general archives, documentation centers and libraries of the department.
Coordination Commission of Libraries of Ministry of Environment and Rural and Marine Affairs and the agencies and entities linked to it, is one of the mechanisms of standardizing and coordinating the activities of libraries and related units that are owned by the Central Government and public bodies, referred to in Article 14.3.d) of the Act 10/2007 of 22 June, the reading of books and libraries.
With the establishment of the Coordination Commission of Libraries of Ministry of Environment and Rural and Marine Affairs and the agencies and entities related to the two ends are pursued. On the one hand, these libraries to fulfill more effectively its role as an instrument of support for research, analysis and basis of decisions by the organs in which they are framed, as is clear from Articles 15, 17 and 20 of Law 6 / 1997 of April 14, Organization and Functioning of the General State Administration. Furthermore, in accordance with the Law 10/2007, of 22 June, that the wealth of their collections more effectively reversed in the whole society in the form of greater and easier access by citizens to all the bibliographic and the valuable information they contain.
To fulfill these goals, the Commission for Coordination of Libraries of Ministry of Environment and Rural and Marine Affairs and the agencies and entities linked to it, which is constituted by this Order, have two objectives. On the one hand, ensure that the processes and services developed by libraries of the Ministry of Environment and Rural and Marine Affairs and the agencies and entities linked to it are technically appropriate facilitate access to documents published or disseminated through any media and reflected in any medium, according to the guidelines, recommendations, rules, standards or other similar documents emanating from national and international agencies are implementing them. On the other, contribute to the establishment of a single reference point, through a catalog or equivalent accessible electronically, enabling the joint consultation of the collections of all libraries in the General State Administration and its agencies.
To achieve these objectives the Commission must adjust their functions to areas of activity typical of any library and center documentation of any type that is, understood as an organizational structure that, through resources, processes and technically appropriate, is to facilitate access to documents published or broadcast in any media and collected in any medium, including digital libraries.
These areas are: The very activity of information, communication, coordination and technical cooperation, training and collection development, description and access to information resources, the provision of services to users and citizens in general; the preservation and conservation of collections and bibliographic heritage and digital, and the application of information technology and communication to all processes and services mentioned above and, in particular, to digital libraries.
In light of the foregoing, the prior approval of the Minister of the Presidency, I have:
Article 1. Object and purpose.
1. The purpose of this Order is to create and regulate the functioning of the Coordination Commission of Libraries of Ministry of Environment and Rural and Marine Affairs and the agencies and entities linked to it and perform their functions and areas of action, pursuant to the provisions of Article 7 of Royal Decree 1572/2007 of 30 November by regulating the coordinating bodies of the libraries of the Central Government and its agencies.
2. The Coordination Commission of Libraries of Ministry of Environment and Rural and Marine Affairs and the agencies and entities linked to it is configured as a collegiate body in technical and advisory, information and advice, coordination and monitoring the actions of these libraries.
Article 2. Scope.
This Order applies to:
a) The Steering Committee of the Libraries of the Ministry of Environment and Rural and Marine and the agencies and entities linked to it.
b) libraries and related units of the Ministry of Environment and Rural and Marine Affairs and the agencies and entities linked to it.
Article 3. Appointment and composition.
Coordination Commission of Libraries of Ministry of Environment and Rural and Marine Affairs and the agencies and entities linked to it is attached to the Deputy Minister and is the highest consultative and advisory body of the Ministry in this regard.
The composition of the Ministerial Committee will be:
a) President: The owner of the General Technical Secretary the Ministry, which may delegate to the Vice President.

c) Members: One representative from each body, unit or agency of the Ministry to which one or more libraries, appointed by the holders thereof, a representative from the Budget Office and a representative of the Directorate General of Information Systems and Communications also appointed by the holders of the Budget Office and the Directorate General of Information Systems and Communications, respectively.

Article 4. Functions.

a) To ensure compliance in the libraries of the departmental level instructions of the Commission for Coordination of Libraries.
b) Develop a directory of libraries under the Ministry of Environment and Rural and Marine Environment and its agencies and related entities assessing, for the purpose of inclusion in it, whether a particular organizational structure meets the conditions laid down in Article 2, first unit of Royal Decree 1572/2007 of 30 November. To this end the Commission will in particular that this structure has the appropriate staff or a collection of appropriate publications, both qualitatively and quantitatively, providing a service that allows minimum and consistent information, both from the standpoint of thematic publications that comprise the collection, and from the point of view of users that can offer services.
c) Report on proposals for the creation, deletion or rearrangement library using the criteria set out in point b).
d) Adopt resolutions it deems appropriate to improve the resources, processes and services of the departmental libraries in your area as provided in Article 1 of Royal Decree 1572/2007 of 30 November.
e) Establish goals to achieve by the libraries of the Department Ministerial level through relevant projects and actions to be taken to achieve these objectives, the deadline for compliance and budgetary forecasts.
f) Report on the annual management report of the departmental level libraries.
g) Adopt resolutions deemed appropriate for preservation bibliographic and digital heritage as provided in Article 16 and as determined by the Commission for Coordination of Libraries of General Administration.
h) Promote the coordination and exchange of technology by libraries of the Department.
i) Promote the creation of digital libraries and the existing building as provided in Article 17.
Article 5. Legal regime.
1. In matters not provided for in Royal Decree 1572/2007 of 30 November, and this Order, the status and performance of the Ministerial Committee for the Coordination of Libraries Ministry of Environment and Rural and Marine Affairs and the agencies and entities related thereto shall comply with the provisions of Chapter II of Title II of Law 30/1992 of 26 November on the Legal Regime of Public Administrations Common Administrative Procedure

Artículo 7. Secretaría Permanent.
1. The General Directorate of Citizens' Information, Documentation and Publications exercise the Permanent Secretariat.

Article 8. Working groups.
1. The Commission may decide to set up working groups to analyze, study, advice, proposals and making recommendations and, in general, to monitor all sorts of issues, projects and activities related to the libraries of the Department.
2. The working groups will comprise members of the Commission. However, experts may be invited in the matter that is the subject of study groups.
Article 9. Library directory.
1. For the purposes of article 9.2 of Royal Decree 1572/2007 of 30 November, annually, along with the ministerial plan of action, and after being approved by the Ministerial Committee, the Secretary shall transmit to the Permanent Secretariat of the General Committee, in accordance with instructions received from this, the library directory.
2. It is the responsibility of the Ministerial Committee update the directory, each time incorporating the changes that occur. It is the responsibility of each library to inform the Committee of Ministers, through its Secretary, the information needed to update the directory.
Article 10. Ministry plan and partial plans of actions.

Under the policy adopted by the Commission for Coordination of Libraries General Administration, the Ministerial Committee will determine in each case the specific sections of the plans, with particular emphasis on the use of new technologies and the measures aimed at the preservation of collections and the organization of user access.
3. The plans will be concise and be completed in accordance with the models provided by the Permanent Secretariat of the General Committee on Coordination.
Article 11. Procurement of certain services.
1. In the event that staffing levels do not allow to adequately meet the needs of the technical process may conclude a contract for services. These digital libraries will be developed in a standardized manner as as provided in Article 18.
The Ministerial Committee will promote agreements with the holders of intellectual property rights that may fall on the publications and documents mentioned in the previous paragraph for the purpose of enabling its distribution via the Internet through digital libraries.
In this framework to promote the use of new technologies, the Commission will encourage the use of document databases and new elements of the library collections of the libraries.
Article 18. Standardization.
All processes and services mentioned in this Order shall be carried out according to the instructions of the General Committee Library Coordination of General Administration, seeking to incorporate the guidelines, recommendations, rules, standards or other similar documents are applicable to them, the use of which promote or endorse the International Federation of Library Associations and Institutions (IFLA), the European Union and other organizations and entities, national or international prestige in the library field or related fields.

Article 16. Preservation.
The Ministerial Committee will ensure the preservation of digital literature and retained or generated within the Ministry of Environment and Rural and Marine Affairs and its agencies and related entities and ensure that such preservation is performed in a standardized manner according to the provisions of Article 18.
Article 17. Information technology and communication.

These digital libraries will be developed in a standardized manner as as provided in Article 18.
The Ministerial Committee will promote agreements with the holders of intellectual property rights that may fall on the publications and documents mentioned in the previous paragraph for the purpose of enabling its distribution via the Internet through digital libraries.
In this framework to promote the use of new technologies, the Commission will encourage the use of document databases and new elements of the library collections of the libraries.
Article 18. Standardization.
