The Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries Administración General del Estado y de sus organismos públicos, establece, en su artículo 7.1, que «cada Ministerio constituirá, mediante orden ministerial y adscrita al Subsecretario, una comisión ministerial de coordinación de las bibliotecas que se encuentren dentro de su ámbito departamental y de los organismos públicos y demás entidades vinculadas al mismo».

To fulfill these goals, the Coordinating Committee on Libraries of the Ministry of Culture and Public Bodies and other entities linked to it will have two objectives: one, to ensure that the processes and services developed by libraries of the Ministry Culture and public bodies and other entities linked to it are technically appropriate to facilitate access to documents published or disseminated through any media and reflected in any medium, according to the guidelines, recommendations, rules, standards or other similar documents emanating from the national and international bodies are applicable to them, and two, to help establish a single reference point, through a catalog or equivalent accessible electronically, allows the joint collections of all libraries in the General State and its public agencies.
To achieve these objectives the Commission must adjust their functions to areas of activity typical of any library and documentation center, is the type that is, understood as an organizational structure through the resources, processes and appropriate service, whose mission is to facilitate access to documents published or broadcast in any media and collected in any medium, including digital libraries.
These areas are: the actual activity of information, communication, coordination and technical cooperation, training and adequate development of the collections, the description and access to information resources, the provision of services to users and citizens in general, preservation and conservation of heritage collections and bibliographic and digital implementation of information technology and communication to all processes and services mentioned above and, in particular, digital libraries.
In light of the foregoing, subject to prior approval by the First Deputy Prime Minister and Minister of the Presidency, I have:
Article 1. Object and purpose.
1. Establishing the Commission for Coordination of Libraries of the Ministry of Culture and Public Bodies and other entities linked to it as a body attached to the Undersecretary of the Department.
2. This Commission is set to the maximum body with technical, consultative, advisory, coordination and monitoring and control in the field of libraries of the Ministry of Culture and Public Bodies and other entities linked to it.
Article 2. Area.
1. The scope of the Coordination Commission of Libraries, Ministry of Culture includes all libraries and related units of the Ministry of Culture and Public Bodies and other entities linked to it.
2. Excluded from the scope of public libraries in the state which is administered transferred to the Autonomous Community and the National Library, as set out in paragraphs 2 and 3 of Article 2 of Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries Central Government and its public bodies.
Article 3. Composition.
1. The Plenum of the Commission for Coordination of Libraries of the Ministry of Culture will be composed, taking into account balanced representation between men and women of the following members:
a) President: Secretary General Tech.
b) Vice Chair: Assistant Director of Publications, Information and Documentation.
c) Members: one representative from each body, unit, public agency or entity of the Ministry of Culture of one or more dependent libraries.
d) Secretary: An official of the General Directorate of Publications, Information and Documentation for any of the bodies and scales of librarians, which will form part of the Committee with voice but no vote.
2. In case of absence, vacancy or illness, the President shall be replaced by Vice.
3. The members of the Plenum of the Commission shall be appointed by the head of the body, unit, agency or entity they represent.
4. The Secretary of the Plenary will be appointed by the Deputy Director General Publications, Information and Documentation.
Article 4. Functions.
Coordination Commission of Libraries of Ministry of Culture and Public Bodies and other entities linked to it have the following functions:
a) To ensure compliance, in the libraries within its scope, instructions Service of the General Committee for the Coordination of Libraries.
b) Develop a directory of libraries under the Ministry of Culture and its public agencies and other entities involved and consider the effects of their inclusion in it, whether a particular organizational structure meets the conditions laid down in Article 2.1 of Royal Decree 1572/2007 of 30 November. To this end the Commission will consider in particular that this structure has the appropriate staff or a collection of appropriate publications, both qualitatively and quantitatively, providing a service that allows minimum and consistent information, both from the standpoint of thematic publications that comprise the collection, and from the point of view of users that can offer services.
c) Report on the proposed creation, abolition or reorganization of libraries using the criteria set out in point b).
d) Adopt resolutions it deems appropriate to improve resources, processes and services of the departmental libraries in your area as provided in Article 1 of Royal Decree 1572/2007 of 30 November.
e) To promote coordination and exchange of technology by libraries of the Department.
f) Report on the annual management report of the departmental level libraries.
g) Adopt resolutions may be necessary to the preservation of digital literature and retained or generated within the Ministry of Culture under the stipulations of the General Committee for the Coordination of Libraries of General Administration.
h) Establish the objectives to be achieved by libraries in the area of \u200b\u200bministerial department under the related projects and actions to be taken to achieve these objectives, the deadline for compliance and budgetary forecasts.
i) Promote the creation of digital libraries.
Article 5. Legal System.
1. The resolutions are adopted by majority vote.
2. Convened by the President, the plenary of the Ministerial Committee will meet in ordinary session at least twice a year, and in extraordinary session whenever the Chairman, on its own initiative or at the request of one third of its members, considered appropriate for the development of some of the functions assigned to it.
3. The Standing Committee exercise the functions delegated by the Parliament. Chaired by the Vice President of the Coordinating Committee and will form part of the members as determined by the House. Serve as secretary to the secretary of the Whole, which will form part of the Standing Committee with voice but no vote.
4. With the aim of providing flexibility to the work of the Commission, will promote the use of all the possiblities of eGovernment for development purposes and functions of the Commission.
Article 7. Permanent Secretary.
1. The Permanent Secretariat rests with the General Directorate of Publications, Information and Documentation. Among its functions is the custodian of the minutes of meetings and electronic file of all documents generated by the activity of both the Commission and its working groups.
2. All communications addressed by the Commission for Coordination of Libraries of the Ministry of Culture or going to it, will be implemented through its Permanent Secretariat, through the use of new communication technologies.
3. The Permanent Secretariat will submit the resolutions adopted by the Commission for Coordination of Libraries of the Ministry of Culture to the Ministry Permanent Commission for Coordination of Libraries of General Administration.
Article 8. Working groups.
1. The Coordinating Committee of the Libraries of the Ministry of Culture may decide to set up working groups to analyze, study, advice, proposals and making recommendations and, in general, to monitor all sorts of issues, projects and activities with the libraries of the Department.
2. The working groups will comprise members of the Commission. However, experts may be invited according to the material that is being studied by different groups. Provision

The creation and subsequent operation of the Coordination Commission of Libraries, Ministry of Culture will be dealt with material and human resources available to the Ministry, so no one will increase public spending. Disposal
