Article 7.1 of Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries of the Central Government and its agencies public, states that each Ministry shall, by order, a coordinating committee of the libraries that are within their departmental public bodies and other entities linked to it. With the creation of the Coordination Commission of Libraries of Ministry of Finance and public agencies and entities linked to it, there is due compliance with the article. 7.1 of Royal Decree 1572/2007 of 30 November. Article 1. Establishment of the Coordination Commission of Libraries of Ministry of Economy and Finance.

Attached to the holder of the Undersecretary of the Treasury, establishing the Library Coordination Committee of the Ministry of Economy and Finance and the agencies and entities related thereto, pursuant to the provisions of Article 7 of Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries of the Central Government and its agencies; with their duties under this rule.
2. The Library Coordination Committee of the Ministry of Economy and Finance is a collegial body of technical, advisory and coordination for the operation of libraries under the Department and its agencies and entities related to it.
Article 2. Composition of the Commission.
1. The composition of the Coordination Commission of Libraries of Ministry of Economy and Finance will be the following:
a) Chairman, the Technical General Secretary of the Treasury, who may delegate to the Vice President.
b) Vice-President Assistant Director General for Information, Documentation and Publications, which oversees the Department's Central Library.
c) Members: one representative of each organ of the Department and each agency or entity related thereto, which depend on one or more libraries or documentation centers, designated by the head of each body.
d) Secretary: An official of the Directorate General for Information, Documentation and Publications, with voice but no vote.
2. Besides the members mentioned in the previous section, which constitute the plenary session of the Commission, may attend meetings of the Commission, either in plenary or permanent, with voice but without vote convened by the President, those whose assistance is advisable, as experts in the areas to be treated, or as representatives of facilities affected by the decisions taken in each case.
Article 3. Operating regime of the Commission.
1. The Library Coordination Committee of the Ministry of Finance will act in full, standing committee and working groups.
2. The full Commission consists of all the members mentioned in Article 2.1. of this ministerial order.
3. The Standing Committee will be chaired by the Vice President and integrate a maximum of eight members, appointed by Parliament from among its members, the President's proposal, ensuring representation of all the governing bodies of the Department. Article 4. Permanent Secretary.

3. The schedule of sessions of the working groups will be established at the time of its creation.
4. By the President and the Permanent Secretariat will promote the use of all the possiblities of eGovernment for development purposes and functions of the Commission.
Article 6. Functions of the Commission.

3. The synthetic character will have partial plans and its contents will be determined by the Commission. Be completed by each of the libraries represented in the Library Coordination Committee of the Ministry of Economy and Finance, according to the models provided by the Permanent Secretariat of the Commission for Coordination of Libraries of the General State Administration.
Article 11. Libraries.

Article 16. Standardization.
All processes and services in this order shall be carried out in accordance with instructions issued by the Commission for Coordination of Libraries of the General State Administration under the guidelines, recommendations, rules, standards or other similar documents apply to them, promote or endorse the use of which the Federation International Federation of Library Associations and Institutions (IFLA), the European Union and other organizations and entities, national or international prestige in the library field or related fields.
First additional provision. No increase in public spending.
The implementation of this ministerial order not involve any increase in public spending.

The Library Coordination Committee of the Ministry of Economy and Finance agreed on a proposal of libraries and library coordination structures below the ministerial level, the set of services that provide each of these libraries and structures. To this end, every library and every library coordination structure below the ministerial level for the libraries included in the scope of coordination, increased to the Commission through the Permanent Secretariat, justified and reasoned proposal of the services can provide the conditions in which they can provide and which of these services can be offered only to staff of the units, bodies, agencies or entities on which they depend and which to the general public. 2. The Commission will encourage the provision of virtual services through information technologies and communications.
Article 14. Preservation.
The Commission shall ensure the preservation of digital literature and retained or generated within the Ministry of Economy and Finance and its agencies and entities involved and ensure that such preservation is performed using a standardized, guaranteed and should collect the number of copies to be deemed sufficient for all publications issued by the Department, agencies and related entities, regardless of medium, to be preserved in perpetuity.
Article 15. Information technology and communications.
1. The Commission will promote the use of new information technologies and communications. The Commission will promote the coordination and exchange of technology for libraries of the Department.
2. Without prejudice to existing intellectual property rights, the Coordination Commission Library of Economics and Finance Ministry will promote the creation of digital libraries accessible over the Internet, consisting of the publications issued by the Ministry of Economy and Finance and public agencies and entities linked to it, and those stored in its libraries, and other documents of interest that may lawfully be published and distributed electronically. These digital libraries will be developed in a standardized manner as provided in paragraph standardization.
3. The Commission will promote agreements with the holders of intellectual property rights that may fall on the publications and documents mentioned in the previous paragraph for the purpose of enabling its dissemination through the Internet using digital libraries.
4. The Commission will promote the consistent use of documentary databases and electronic books as new elements of the holdings of libraries.
Article 16. Standardization.
All processes and services in this order shall be carried out in accordance with instructions issued by the Commission for Coordination of Libraries of the General State Administration under the guidelines, recommendations, rules, standards or other similar documents apply to them, promote or endorse the use of which the Federation International Federation of Library Associations and Institutions (IFLA), the European Union and other organizations and entities, national or international prestige in the library field or related fields.
First additional provision. No increase in public spending.
The implementation of this ministerial order not involve any increase in public spending.
Second additional provision. Existing coordination committees.
The Coordination Commissions libraries existing ministerial level below the entry into force of this rule shall be adjusted as provided herein.
Disposal unique. Entry into force.
This order shall come into force the day following its publication in the Official Gazette. "
