Reading and democracy go hand in hand. Reading enriches us as it expands our knowledge and our knowledge. Access to knowledge is the key to personal, social, economic and cultural life of the individual and the domain of reading is an essential tool to ensure continuous learning of citizenship. Reading gives us, therefore, participation in social life, makes us aware of our rights and give us grounds to protect them. Reading competence is the basis for developing oral and written skills of the individual as necessary means to interact in society and develop their creative and intellectual potential.
According to Article 4.2 of the Statute of Autonomy of Castilla-La Mancha, corresponds to the regional authorities to promote conditions for freedom and equality of individuals and groups to which they belong are real and effective, removing obstacles that prevent or hinder their full enjoyment, as well as facilitate the participation of all citizens in the cultural life of the region. Therefore we need a new Library Act that involves all government in the development of this important public service.

The new law covers four main Essential: Reading, Library System of Castilla-La Mancha, the Network of Public Libraries in Castilla-La Mancha and the other libraries that are part of the system. For its production are taken into account the guidelines of the Council of Europe and the European Bureau of Library Associations, Information and Documentation (European Bureau of Library, Information and Documentation Associations, EBLIDA), on law and library policy in Europe issued in 2000 and the State Law 10/2007 of June 22, the reading of books and libraries.
The Act is divided into ten titles, which contain 55 articles, a transitional provision, a provision repealing and five different finishes.

Title I, dedicated to promoting reading, provides various instruments such as the Social Pact for reading, plans to promote reading and provides for the establishment of the Centre of the Book and Reading of Castilla-La Mancha.
Title II develops the Library System of Castilla-La Mancha, which includes all the centers, organs and library and information services Castilla-La Mancha, and sets the Council Reading and libraries as the focal point, and fostering cooperation between different government.
Title III sets out the powers of municipalities, Provincial and Community Board itself in offering library services in Castilla-La Mancha and describes the Map Library as a key tool in their planning.
The structure and functions of the Library of Castilla-La Mancha are regulated under Title IV.
Title V establishes the structure and functions of the Network of Public Libraries in Castilla-La Mancha, details the process of integration, the creation of the record and describes the bodies that coordinate and drive the network.
Title VI establishes the rights and duties of citizens in relation to library services.
Title VII, dedicated to information, inspection and evaluation of the quality of services of the Library System of Castilla-La Mancha and the Public Library Network of Castilla-La Mancha, is to guarantee the quality of services provided and the dissemination of information relating to their operation.
In Title VIII governing relations of the university libraries, those of non-university schools and special libraries with the rest of the library system.

General Provisions Article 1. Object.
1. The purpose of this Act is to provide planning and coordination of government and other public or private social partners, as well as all the cultural industries of Castilla-La Mancha, in the promotion and encouragement of programs and measures to promote reading habit among the citizens.
2. The Act also aims at establishing the basic structures for organizing, planning and coordination of the Library of Castilla-La Mancha and the operation of the Network of Public Libraries in Castilla-La Mancha, guaranteeing the right of citizens to reading and public information throughout the territory of Castilla-La Mancha.
Article 2. Scope.
1. In connection with the promotion and enhancement of programs and development of reading, this Act applies to public authorities at regional and local level region of Castilla-La Mancha, in accordance with the provisions of the Constitution, the Statute of Autonomy of Castilla-La Mancha and local government legislation.
2. This Act applies to all libraries, libraries and documentation centers integrated into the Library System of Castilla-La Mancha, without prejudice to the state-owned libraries operated by the Autonomous Region in state legislation affecting them and management agreements in connection with those libraries, to subscribe for the General State Administration and the Administration of the Regional Government of Castilla-La Mancha.

Promoting reading in Castilla-La Mancha
Article 4. Promote reading.
1. Reading should be protected, promoted and encouraged by all public administrations, especially from those responsible educational and cultural materials.
2. Promoting reading is done through educational and cultural policies to promote its extension especially from schools and through public libraries.
Article 5. Social Pact for reading.
1. The Regional Administration will promote the implementation of a social pact of reading that incorporates, in addition to the government directly involved in education and culture, cultural industries such as publishers, booksellers and distributors, as well as agents public and private social.

Article 6. Plans to promote reading.

Library System of Castilla-La
Mancha Article 9. Definition.
System Library of Castilla-La Mancha is the set of institutions, centers, organizations and services, librarians, documentary, Castilla-La Mancha, organized under the principles of cooperation and coordination, to optimize existing resources and to ensure meeting the needs of information, education, leisure and culture of citizens.
Article 10. Composition.
Library System of Castilla-La Mancha is composed of the following centers:
a) The Network of Public Libraries in Castilla-La Mancha, including all organs, institutions and services integrated into it.
b) University libraries of public located in Castilla-La Mancha.
c) School libraries dependent schools supported with public funds.

Article 13. Directory of institutions and centers belonging to the Library System of Castilla-La Mancha.

2. All institutions and facilities built to be part of the Directory System. Article 14. Duty to disclose.
1. The heads of the institutions and centers incorporated into the Library System of Castilla-La Mancha, public or private, shall periodically provide the Department Libraries competent technical data that are requested to update the statistical information that allows continuous evaluation of the system.

Article 15. The Council of Reading and Library of Castilla-La Mancha.
1. The Council of Reading and Library of Castilla-La Mancha es el órgano colegiado de coordinación y de fomento de la cooperación entre los diferentes centros e instituciones integrantes del Sistema de Bibliotecas de Castilla-La Mancha, especialmente entre la Administración Regional y las Administraciones locales.
2. Las funciones del Consejo de la Lectura y Bibliotecas son:
a) Informar sobre los anteproyectos de Ley y proyectos de disposiciones generales en materia de bibliotecas y lectura pública.
b) Proponer la adopción de cuantas medidas estime oportunas para la promoción de la lectura y la mejora del funcionamiento, organización y coordinación del Sistema de Bibliotecas de Castilla-La Mancha.
c) Aprobar el Mapa de Library of Castilla-La Mancha and its subsequent amendments, a proposal from the Ministry competent for libraries.

3. The Council of Reading and Library of Castilla-La Mancha will consist of the following members:

The appointment of the members referred to in paragraphs b.7 and b.8 proposal will be made to the holder of the Directorate General of Regional Administration competent for libraries, and the paragraphs b.9 and b.10 proposal will be made to groups or associations representing the sector over the region.
c) Secretariat, which shall be an official or officials of the Directorate General of the Ministry of Regional Administration competent for libraries.
4. The Council of Reading and Library of Castilla-La Mancha will meet once a year and whenever convened by the head of the Presidency of the Council. The meetings may be attended by advisers as it sees fit, with voice but no vote. TITLE III
Library Services and powers of government
Article 16. Obligation to provide public library services.
1. All municipalities in Castilla-La Mancha must have public library services. Corresponds to regional administrations, provincial and municipal levels to facilitate the provision of such services as stated in this Act

4. All municipalities in Castilla-La Mancha that have between 300 and 1,000 people and have no public library for general use, provide nature of mobile library services.
5. The municipalities of Castilla-La Mancha under 300 people will have the library extension services, in each case determined from the standpoint of technical feasibility.
6. The municipalities of Castilla-La Mancha that have public libraries, for general use, must provide services in coordination with public libraries for general use and ownership or management of state, which may exist in their respective municipalities. Article 17. Map Library of Castilla-La Mancha.

Article 21. Powers of the Regional Government of Castilla-La Mancha.

j) To support the financing of the construction, equipping and maintenance of library services of municipal ownership and general public use, in accordance with the provisions of this Act and the Map Library of Castilla-La Mancha
k ) Financing facilities and services incorporated into the Public Library Network of Castilla-La Mancha, under the criteria set by Network Advisory Council, the Map of Public Libraries and the remaining provisions of this Act
l) create and manage registration Libraries Public Libraries Network of Castilla-La Mancha.
m) Inspect, assess the quality of services and exercise the sanctioning power of the Internet Public Library of Castilla-La Mancha.

Library of Castilla-La Mancha
Article 22. Definition.
Library of Castilla-La Mancha is the head of the Library System of Castilla-La Mancha and the main center of the Network of Public Libraries of Castilla-La Mancha, coordinating its operations from the technical standpoint and also offering services, library general public and specialized.
Article 23. Nature, structure and function.
1. The Library of Castilla-La Mancha depends organically from the Ministry of Regional Administration competent for libraries and integrated management purposes to the State Public Library Toledo, subject to the rules at the state that applies.
2. The structure and operation of the Library of Castilla-La Mancha is set by regulation.
Article 24. Functions of the Library of Castilla-La Mancha.

Chapter I General structure and functions

3. The Technical Committee of the Network of Public Libraries in Castilla-La Mancha will consist of the following members:
a) The Presidency, which shall be the holder of the Directorate General responsible for libraries.

Penalties Article 43. General Provisions.

Article 46. Serious offenses.

Artículo 47. Infracciones muy graves.
Constituyen infracciones muy graves:
a) Las acciones u omisiones que impidan, limiten o de cualquier otro modo menoscaben sin causa justificada el derecho de acceso, presencial o a distancia, a los information resources, in violation of the principle of equality, for reasons of ideology, religion, nationality, legal status or any other condition or personal or social circumstances or reasons of religious content, ideological, moral or political.

Article 52. Penalties.

The competent Ministry shall prepare the Map Library Library of Castilla-La Mancha as stated in Article 17 within one year from the entry into force of this Act
Disposal third. Internal rules of the member libraries of the Network of Public Libraries of Castilla-La Mancha.
The schools involved in the Network of Public Libraries in Castilla-La Mancha shall establish internal rules, which will be subject to the approval of the Ministry of Regional Administration competent for libraries on the report of the Technical Committee Public Library Network of Castilla-La Mancha. Those rules should be consistent with all regulatory standards there for all sites added to the Network of Public Libraries in Castilla-La Mancha, particularly in relation to the basic regulation of the Public Library Network of Castilla-La Mancha, which is referred to in Article 43.2 of this Law
Fourth final provision. Enabling regulations.
Council is authorized to issue government arrangements for the development and implementation of this Act
Disposal fifth. Entry into force.
This Law shall enter into force 20 days after its publication in the Official Journal of Castilla-La Mancha.
