Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of libraries of the General Administration of State and public agencies provided in Article 7 that "each ministry shall, by decree and assigned to the Secretary, a ministerial committee to coordinate libraries that are within their departmental public bodies and other related entities the same. "
The libraries of the Central Government have to balance two critical functions. On the one hand, should preferably be serving the institutions that are inserted and used as a tool to support the research, analysis and basis of decisions by the organs in which they are framed as follows of Articles 15.1 and 20.1 of Law 6 / 1997 of April 14, Organization and Functioning of the General State Administration. In compliance with the rules set forth above, this Order is issued in order to create the Coordinating Committee of the Ministry of Public Libraries and the organizations and entities linked to it.
In these circumstances, with prior approval of the Minister of the Presidency, I have:
Article 1. Object.
This order is to establish the Commission for Coordination of the Ministry of Public Libraries and the organizations and entities linked thereto, pursuant to Article 7.1 of Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries of the Central Government and its agencies. That commission is a collegiate body, attached to the Secretariat of the Department, in technical, consultative, reports, advisory, coordination and monitoring and control of the performance library.
Article 2. Composition.
Coordination Commission of the Ministry of Public Libraries and the organizations and entities linked to it will comprise the following members:
Chairman: The Director General Services Department or his delegate.
Vice President: The Chief Clerk of the Department.
Members: One representative from each body, unit or agency of the Department of dependent one or more libraries, appointed by the holders thereof.
Secretary, shall act as Secretary, with voice but no vote, an official of the Directorate General for the Library Services Department's General category, at least, Head of Service, appointed on the proposal of the Principal Officer of the Department.
Article 3. Functions.
Coordination Commission of the Ministry of Public Libraries and Agencies and Entities linked to it have the following functions:
a) To ensure compliance in the departmental libraries in your area, the instructions of the Commission for Coordination of Libraries of the General State Administration.
b) Develop a directory of libraries under the Ministry of Works and its agencies and related entities, and consider the effects of inclusion both in the same directory as the dependent libraries of the General State Administration of its public bodies, if a particular organizational structure meets the conditions laid down in Article 2.1 of Royal Decree 1572/2007.A this purpose the Commission will consider in particular that this structure has the appropriate staff or a collection of appropriate publications, both qualitatively and quantitatively, providing a service that allows minimum and consistent information, both from the standpoint of thematic publications that comprise the collection, and from the point of view of users that can offer services.
c) Report on the proposed creation, abolition or reorganization of libraries using the criteria set out in point b) above.
d) Adopt resolutions it deems appropriate to improve the resources, processes and services of libraries in your departmental level as as provided in Article 1 of Royal Decree 1572/2007.
e) Establish goals to achieve by the libraries of the government department level through relevant projects and actions to be taken to achieve these objectives, the deadline for compliance and budgetary forecasts.
f) Report on the annual management report of the departmental level libraries.
g) Adopt resolutions may be necessary to the preservation of digital literature and as provided in Article 15 of this order and in accordance with the stipulations of the General Committee for the Coordination of Libraries of General Administration.
h) Promote the coordination and exchange of technology by libraries of the Department.
i) Promote the creation of digital libraries as provided in Article 16 of this order.
Article 4. Legal regime.
1. In matters not covered by the Royal Decree 1572/2007 and in this order, the status and performance of the Commission for Coordination of the Ministry of Public Libraries and the organizations and entities linked to it shall comply with the provisions Chapter II of Title II of Law 30/1992 of 26 November on the Legal Regime of Public Administration and Administrative Procedures Common

Article 5. Operating range.
1. The Ministerial Committee on Coordination of the Ministry of Public Libraries and the organizations and entities linked to it will work in plenary session, the Standing Committee and working groups.

Convened by the President, the plenary Ministerial Commission shall meet in ordinary session at least twice a year, and in extraordinary session whenever the Chairman, on its own initiative or at the request of one third of its members, considers appropriate for the development of some of the functions attributed.
3. The Standing Committee will prepare the draft directory of libraries under the Ministry of Works and its agencies and related entities; produce reports on the desirability, where appropriate, to include new organizational structures that directory, in the light of Article 2.1 Royal Decree 1572/2007, the report will make proposals on issues that should inform Plenary and shall make proposals to enhance coordination and exchange of technology by libraries of the Department and to promote the creation of digital libraries in the Department also perform such other functions as delegated by the Parliament. Chaired by the Vice-President of the Coordinating Committee and will be part of the same four members as determined by the House. Act as secretary of the House.
Article 6. Permanent Secretary.
1. The Permanent Secretariat is vested in the Administrative Office of the Department and its functions is the custodian of the minutes of meetings and electronic file of all documents generated activity of both the Commission and its working groups.
2. All communications addressed by the Commission or to address it, will be implemented through its Permanent Secretariat, preferably through the use of new communication technologies.
3. The Permanent Secretariat will submit the resolutions adopted by the Ministerial Committee on the Permanent Secretariat of the General Coordination Committee of the General State Administration.
Article 7. Working groups.
1. The Commission may decide to set up working groups to analyze, study, advice, proposals and making recommendations and, in general, to monitor all sorts of issues, projects and activities related to libraries of the Department.
2. The working groups will comprise members of the Commission. However, experts may be invited in the matter that is under study in them.
Article 8. Directory of libraries in the Ministry of Development.
1. For the purposes of Article 9.2 of Royal Decree 1572/2007, annually, along with the ministerial plan of action, and after being approved by the Ministerial Committee, the Secretary shall transmit to the Permanent Secretariat of the General Coordination Committee Libraries of the General Administration of the State under to the instructions of his employer, the libraries directory from the Ministry of Development.
2. It is the responsibility of the Ministerial Committee update the directory, each time incorporating the changes that occur. It is the responsibility of each library to inform the Committee of Ministers, through its secretary, the information needed to update the directory.
Article 9. Ministry plan and partial plans of action.
1. Annually, during the first quarter, the Ministerial Committee approved and forwarded to the Commission for Coordination of Libraries of the General State Administration, through its permanent secretariat, an action plan of the Ministry of Public Libraries and the organizations and entities linked to it.
2. Under the policy adopted by the Commission for Coordination of Libraries General Administration, the Ministerial Committee determined, in each case, specific sections of the plans, with particular emphasis on the use of new technologies and on measures aimed at the preservation of the collections and the organization of user access.
3. The plans will be concise and be completed in accordance with the models provided by the Permanent Secretariat of the Commission General Coordination.
Article 10. Procurement of certain services.
1. In the event that staffing levels do not allow to adequately meet the needs of the technical process may conclude a contract for services. In this case, personnel who perform the services contracted for may not have any legal connection work with departments, agencies or entities of the General State Administration.
2. Also assess the possibility of management parcels and collaboration agreements with public management.
Article 11. Facilities and equipment.

As provided in Article 1.2 b) of Royal Decree 1572/2007, all libraries of the Department and the organizations and entities linked to it will help establish a unique reference point through a catalog or equivalent, accessible electronically, which allows the joint collections of all libraries of the Central Government and its agencies.
2. To this end the Commission for Coordination of the Ministry of Public Libraries and Agencies and entities linked to it will ensure that the description and access to information resources is performed by automated and standardized fashion, as provided in Article 17 of this order.
3. Likewise, this Commission will ensure that all existing library catalogs manuals are shifted to standard bibliographic databases as provided in the preceding paragraph.
Article 14. Services.
1. The Ministerial Committee agreed on a proposal from the libraries suite of services that provide each of these libraries.
2. To do this, each library will increase to the Ministerial Committee, through its secretary, justified and motivated the proposal of the services they can offer, the conditions in which they can provide and which of these services can be offered only to staff of the units, bodies, agencies or entities on which they depend and which citizens in Overall, in terms of:

1. The processes and library services of the Ministry of Development and its agencies and related entities is managed through an automated management system standard as established in Article 17 of this order.
2. Without prejudice to existing intellectual property rights, the Ministerial Committee will promote the creation of digital libraries accessible over the Internet, consisting of the publications issued by the Ministry of Development, for those stored in its libraries, and other documents of interest can, legally, to be published and distributed electronically. These digital libraries will be developed in a standardized manner as provided in Article 17 of this order.
3. The Ministerial Committee will promote agreements with the holders of intellectual property rights that may fall on the publications and documents mentioned in the previous section for the purpose of enabling its distribution via the Internet through digital libraries.
Article 17. Standardization.
All processes and services in this order shall be carried out according to the instructions of the Commission for Coordination of Libraries of the General State Administration under the guidelines, recommendations, standards, standards or other similar documents that are are applicable, the use of which promote or endorse the International Federation of Library Associations (IFLA), the European Union and other organizations and entities, national or international prestige in the library field or related fields.
