Order establishing the Commission for Coordination of the Ministry of Public Libraries and the agencies and entities linked to it

Article 1. Object.
This order is to establish the Commission for Coordination of the Ministry of Public Libraries and the organizations and entities linked thereto, pursuant to Article 7.1 of Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries of the Central Government and its agencies. That commission is a collegiate body, attached to the Secretariat of the Department, in technical, consultative, reports, advisory, coordination and monitoring and control of the performance library.
Article 2. Composition.
Coordination Commission of the Ministry of Public Libraries and the organizations and entities linked to it will comprise the following members:
Chairman: The Director General Services Department or his delegate.
Vice President: The Chief Clerk of the Department.
Members: One representative from each body, unit or agency of the Department of dependent one or more libraries, appointed by the holders thereof.
Secretary, shall act as Secretary, with voice but no vote, an official of the Directorate General for the Library Services Department's General category, at least, Head of Service, appointed on the proposal of the Principal Officer of the Department.
Article 3. Functions.
Coordination Commission of the Ministry of Public Libraries and Agencies and Entities linked to it have the following functions:
a) To ensure compliance in the departmental libraries in your area, the instructions of the Commission for Coordination of Libraries of the General State Administration.

e) Establish goals to achieve by the libraries of the government department level through relevant projects and actions to be taken to achieve these objectives, the deadline for compliance and budgetary forecasts.
f) Report on the annual management report of the departmental level libraries.
g) Adopt resolutions may be necessary to the preservation of digital literature and as provided in Article 15 of this order and in accordance with the stipulations of the General Committee for the Coordination of Libraries of General Administration.
h) Promote the coordination and exchange of technology by libraries of the Department.
i) Promote the creation of digital libraries as provided in Article 16 of this order.
Article 4. Legal regime.
1. In matters not covered by the Royal Decree 1572/2007 and in this order, the status and performance of the Commission for Coordination of the Ministry of Public Libraries and the organizations and entities linked to it shall comply with the provisions Chapter II of Title II of Law 30/1992 of 26 November on the Legal Regime of Public Administration and Administrative Procedures Common

Article 5. Operating range.
1. The Ministerial Committee on Coordination of the Ministry of Public Libraries and the organizations and entities linked to it will work in plenary session, the Standing Committee and working groups.

The Standing Committee will prepare the draft directory of libraries under the Ministry of Works and its agencies and related entities; produce reports on the desirability, where appropriate, to include new organizational structures that directory, in the light of Article 2.1 Royal Decree 1572/2007, the report will make proposals on issues that should inform Plenary and shall make proposals to enhance coordination and exchange of technology by libraries of the Department and to promote the creation of digital libraries in the Department also perform such other functions as delegated by the Parliament. Article 6. Permanent Secretary.

Article 7. Working groups.
1. The Commission may decide to set up working groups to analyze, study, advice, proposals and making recommendations and, in general, to monitor all sorts of issues, projects and activities related to libraries of the Department.
2. The working groups will comprise members of the Commission. However, experts may be invited in the matter that is under study in them.
Article 8. Directory of libraries in the Ministry of Development.
1. For the purposes of Article 9.2 of Royal Decree 1572/2007, annually, along with the ministerial plan of action, and after being approved by the Ministerial Committee, the Secretary shall transmit to the Permanent Secretariat of the General Coordination Committee Libraries of the General Administration of the State under to the instructions of his employer, the libraries directory from the Ministry of Development.

Article 10. Procurement of certain services.

3. Likewise, this Commission will ensure that all existing library catalogs manuals are shifted to standard bibliographic databases as provided in the preceding paragraph.
Article 14. Services.
1. The Ministerial Committee agreed on a proposal from the libraries suite of services that provide each of these libraries.
