The Royal Decree 1572/2007 of 30 November, regulating the coordinating bodies of the libraries of the Central Government and its agencies public (BOE no. 1, 1/1/2008), provides in Article 7.1 that "each ministry shall, by order and assigned to the Secretary, a ministerial committee to coordinate the libraries that are within their departmental public bodies and other entities related thereto. "
Royal Decree 1039/2009 of 29 June, on the organic structure of the Ministry of the Presidency and amending the Royal Decree 438/2008 of 14 April, approving the basic organizational structure ministerial departments, Article 14.1.h), attributed to the General Technical competencies for documentary assistance to the various services of the Department, and the classification, custody documentation and bibliographical, documentary and archival.
Coordination Commission of Libraries, Ministry of the Presidency and organizations linked to it, is one of the "mechanisms of standardizing and coordinating the activities of libraries and related units that are owned by the General Administration State and public bodies', which referred to Article 14.3 d) of Law 10/2007 of June 22, reading, books and libraries (BOE no. 150, 23 / 6 / 2007).
With the creation of the Coordination Commission of Libraries, Ministry of the Presidency and organizations linked to it, pursued two purposes. On the one hand, these libraries to fulfill more effectively its role as an instrument of support for research, analysis and basis of decisions by the organs in which they are framed, as evidenced by Articles 15.1, 17.1 and 20.1 of Law 6 / 1997 of 14 April, the organization and operation of the General Administration of the State (BOE no. 90, 15/04/1997). Furthermore, in accordance with the Law 10/2007, that the wealth of their collections more effectively reversed in the whole society in the form of greater and easier access by citizens to all assets library resources and the valuable information they contain.
To fulfill these goals, the Coordinating Committee on Libraries of the Ministry of the Presidency and organizations linked to it, which is created with this order, will have two objectives. On the one hand, ensure that the processes and services developed by libraries of the Ministry of the Presidency and the agencies linked to it are technically appropriate to facilitate access to documents published or disseminated through any media and reflected in any medium, under guidelines, recommendations, rules, standards or other similar documents emanating from national and international agencies are implementing them. On the other, contribute to the establishment of a single reference point, through a catalog or equivalent accessible electronically, enabling the joint consultation of the collections of all libraries in the General State Administration and its agencies.
To achieve these objectives the Commission must adjust their functions to areas of activity typical of any library and documentation center, is the type that is, understood as an organizational structure with the resources, processes and services technically appropriate, mission is to facilitate access to documents published or broadcast in any media and collected in any medium, including, digital libraries.
These areas are: The very activity of information, communication, coordination and technical cooperation, training and adequate development of the collections, the description and access to information resources, the provision of services to users and the general public , preservation and conservation of heritage collections and bibliographic and digital implementation of information technology and communication to all processes and services mentioned above and, in particular, digital libraries.
In light of the foregoing, I order:
article 1. Object and purpose
1. The purpose of this order is to create the Coordinating Committee on Libraries of the Ministry of the Presidency and agencies linked to it and perform their functions and areas of action, all in accordance with the provisions of Article 7 of Royal Decree 1572 / 2007.
2. The Library Coordination Committee of the Ministry of the Presidency and the bodies linked to it is configured as a collegiate body in technical, consultative, reports, advisory, coordination and monitoring and control of the performance of these libraries.
Article 2. Scope.
This order is applicable to:
a) The Steering Committee of the Libraries of the Ministry of the Presidency and organizations linked to it.
b) libraries and related units of the Ministry of the Presidency and organizations linked to it.
Article 3. Appointment and composition.
Coordination Commission of Libraries, Ministry of the Presidency and organizations linked to it is attached to the Deputy Minister and is the highest consultative and advisory body of the Ministry in this regard.
The composition of the Plenary of the Coordination Commission will, taking into account balanced representation between men and women, as follows:
a) President: The Technical General Secretary of the Ministry or his delegate.
b) Vice-Chairman: The Deputy Director of Publications, Documentation and Archives.
c) Members: One representative from each body, unit or agency of the Department of dependent one or more libraries, designated by the holders thereof.

Article 4. Functions.
Coordination Commission of Libraries, Ministry of the Presidency and organizations linked to it have the following functions:

b) Develop a directory of libraries under the Ministry of the Presidency and its related agencies and consider the effects of their inclusion in it, whether a particular organizational structure meets the conditions set out in Article 2.1 of Royal Decree 1572 / 2007. To this end the Commission will consider in particular that this structure has the appropriate staff or a collection of appropriate publications, both qualitatively and quantitatively offer a service that allows minimum and consistent information, both from the standpoint of thematic publications that comprise the collection, and from the point of view of users that can offer services.
c) Report on the proposed creation, abolition or reorganization of libraries using the criteria set out in point b).
d) Adopt resolutions it deems appropriate to improve the resources, processes and services of the departmental libraries in your area as provided in Article 1 of Royal Decree 1572/2007.
e) Establish goals to achieve by the libraries of the area by the relevant government department to develop projects and actions to achieve these objectives, the deadline for compliance and budgetary forecasts.
f) Report on the annual management report of the departmental level libraries.
g) Adopt resolutions may be necessary to the preservation of digital literature and as provided in Article 17, "Preservation" and in accordance with the established by the Commission for Coordination of Libraries of General Administration.
h) Promote the coordination and exchange of technology by libraries of the Department.
i) Promote the creation of digital libraries in accordance with the laid down in Article 18, "Information technology and communications."
Article 5. Legal regime.
1. In matters not provided for in Royal Decree 1572/2007 and this Order, the status and performance of the Ministerial Committee for the Coordination of Libraries of the Ministry of the Presidency and organizations linked to it shall comply with the provisions of chapter II of Title II of Law 30/1992 of 26 November on the Legal Regime of Public Administrations and Common Administrative Procedure and Article 38 of Law 6 / 1997 of 14 April, the organization and operation of Administration General.
2. Resolutions shall be adopted by simple majority.
3. With the aim of providing flexibility to the work of the Commission, will promote the use of all the possiblities of eGovernment for development purposes and functions of the Commission.
Article 6. Operating regime and meetings.
1. The Ministerial Committee on Coordination of the Presidency Ministry Libraries and Agencies linked to the same function as a full, standing committee and working groups.
2. Convened by the President, the plenary of the Ministerial Committee will meet in ordinary session at least twice a year and in extraordinary session whenever the Chairman, on its own initiative or at the request of one third of its members, considers appropriate for the development of some of the functions assigned to it.
3. The Standing Committee exercise the functions delegated by the Parliament. Chaired by the Vice President of the Coordinating Committee and will be part of it's members determined by the House. Act as secretary of the House.
Article 7. Permanent Secretary.
1. The General Directorate of Publications, Documentation and Archives, the Central Library to which the Department will exercise the Permanent Secretariat.
2. The Permanent Secretary among other things, will keep minutes of meetings and electronic file of all documents generated by the activity of both the Commission and its working groups.
All communications addressed by the ministerial committee or going to it, will be implemented through its Permanent Secretariat, through the use of new communication technologies. The Secretary of the Secretariat shall be the same as that of the Coordination Commission.
3. The Permanent Secretariat will submit the resolutions adopted by the Ministerial Committee on the Permanent Secretariat of the Commission for Coordination of Library Administration General.
Article 8. Working groups.
1. The ministerial committee will agree to create working groups to analyze, study, advice, proposals and making recommendations and, in general, to monitor all sorts of issues, projects and activities related to the libraries of the Department.
2. The working groups will comprise members of the ministerial committee. However, experts may be invited in the matter that is the subject of study groups.
Article 9. Coordination structures below the ministerial level.
To create, delete, or rearrange field coordination structures below the ministerial level will be favorable report of the ministerial committee. In any case, these structures will run main function in the libraries to which groups the resolutions adopted by the ministerial committee.
Article 10. Directory of libraries and registration of coordination structures.
1. Under the policy adopted by the Commission for Coordination of Libraries General Administration, the ministerial committee will determine in each case the specific sections of the plans, with particular emphasis on the use of new technologies and the measures aimed at the preservation of the collections and the organization of user access.
3. The plans will be concise and be completed in accordance with the models provided by the Permanent Secretariat of the General Committee on Coordination.
Article 12. Procurement of certain services.
1. In the event that staffing levels do not allow the needs of the technical process, schools may propose outsourcing librarians within the available budget, and within the framework of Law 30/2007 of 30 October, Contracts Public Sector. Personnel carrying out these tasks shall have no legal work with the schools where they serve or with the administration in general.

Without prejudice to existing intellectual property rights, the ministerial committee promote the creation of digital libraries accessible over the Internet, consisting of publications issued by the Ministry of the Presidency and the agencies linked to it, for those stored in its libraries, and other documents of interest that may lawfully be published and distributed electronically. These digital libraries will be developed in a standardized manner as provided in Article 19 of this Order.
The ministerial committee will promote agreements with the holders of intellectual property rights that may fall on the publications and documents mentioned in the previous paragraph for the purpose of enabling its distribution via the Internet by through digital libraries.
Article 19. Standardization.
All processes and services mentioned in this Order shall be carried out according to the instructions of the General Coordination Committee and in accordance with the guidelines, recommendations, rules, standards or other similar documents are applicable to them, the use of which promote or endorse the International Federation of Library Associations and Institutions (IFLA), the European Union and other organizations and entities, national or international prestige in the library field or related fields.

3. The ministerial committee will enhance the virtual services through information technologies and communications.
Article 17. Preservation.
The ministerial committee will ensure the preservation of digital literature and retained or generated in the field Ministry of the Presidency and their associated agencies and encourage that such preservation is performed in a standardized manner as provided in Article 19 of this Order.
Article 18. Information technology and communication.
1. The processes and library services of the Ministry of the Presidency and its related bodies will be managed through an automated management system standard as established in Article 19 of this Order. The Directorates are responsible for the economic and technical framework required for its establishment.
2. Without prejudice to existing intellectual property rights, the ministerial committee promote the creation of digital libraries accessible over the Internet, consisting of publications issued by the Ministry of the Presidency and the agencies linked to it, for those stored in its libraries, and other documents of interest that may lawfully be published and distributed electronically. These digital libraries will be developed in a standardized manner as provided in Article 19 of this Order.
The ministerial committee will promote agreements with the holders of intellectual property rights that may fall on the publications and documents mentioned in the previous paragraph for the purpose of enabling its distribution via the Internet by through digital libraries.
Article 19. Standardization.
All processes and services mentioned in this Order shall be carried out according to the instructions of the General Coordination Committee and in accordance with the guidelines, recommendations, rules, standards or other similar documents are applicable to them, the use of which promote or endorse the International Federation of Library Associations and Institutions (IFLA), the European Union and other organizations and entities, national or international prestige in the library field or related fields.
