Order regulating the

Ilustrísimos Gentlemen
Royal Decree 2183/1980 of 10 October, joined the Department of Fine Arts, Archives and Libraries General Branch libraries and all the bodies subordinate to it, which include the Library Advisory Board.
This, and the changes in this body since its creation as a Technical Board of Libraries, by Ministerial Order June 6, 1978 , suggest a new definition of its composition and funciones.En virtue, subject to approval the Prime Minister on a proposal from the Directorate General of Fine Arts, Archives and Libraries.
This Ministry has decided to provide:
Article 1. 1. Library Advisory Board is a consultative body to the Directorate General of Fine Arts, Archives and Libraries for the conservation, proper utilization increase and heritage of the Nation library and to facilitate access to books and other media gathered at the Library.
2. The Board report directly to the Director General.
Section 2. º The Library Advisory Board shall consist of eleven members appointed by the Minister of Culture, a proposal by the Director General of Fine Arts, Archives and Libraries, among persons of recognized competence in the field of libraries, documentation, literature and publishing.
Article 3. No members of the Board shall hold office for one year, counting from his appointment. The termination of their functions by applying the previous rule, may return to be appointed to the Board.
Section 4. ° The President of the Library Advisory Board shall be appointed by the Minister of Culture, a proposal by the Director General of Fine Arts. Archives and Libraries, from among the members of the same.
Section 5. ° The functions of the Library Advisory Board are:
a) prepared a report, when requested by the Director General of Fine Arts, Archives and Libraries, on any provisions for dictating projected best fulfill the objectives entrusted to the Library.
b) Submit to the Director General of Fine Arts, Archives and Libraries plans to improve, expand and coordinate on the Centers and library services.
c) Propose to the Director General of Fine Arts, Archives and Libraries adopting any measure deemed appropriate by the Board for training and professional development of library staff.
d) To report, when the Department of Fine Arts, Archives and Libraries deems appropriate, regarding the acquisition of valuable items proposed by the National Center for Bibliographical and Documentary Treasury and the projects and work plans of the National Centers Microfilm and Restoration of Books and Records.
e) To rule and report on all steps and proposals are submitted by the Director General of Fine Arts, Archives and Libraries.
Article 6. ° The Library Advisory Board may request, through the Director General of Fine Arts, Archives and Libraries, Technical Services of the Directorate General to conduct reports on matters on which are attributed advisory powers, as set forth in the preceding article. It may also order directly perform such reports to people who specialize in those areas.
Article 7. 1. The Board shall meet whenever summoned, given by its chairman, either on its own initiative or at the submis-sion of the Director General of Fine Arts, Archives and Library-cas. In any case, the Board shall meet at least once every two months.
2. The lack of assistance from one of the Members to tressesiones consecutive or more than four per year, not consecutive, but responding to reasons of absence or illness, will be mandatorily communicated by the President or Secretary-Administrative Board to the Director General of Fine Arts, Archives and Libraries, to which it is appropriate to submit to the Minister of Culture corresponding nomination in favor of a different person. The new mem-ber of the Board, appointed following the application of pre-viewed in this section, shall hold said office until the next renewal advisory body and can be re-Brad nom occasion of it.
3. The Director General of Fine Arts, Archives and Libraries may attend meetings of the Board. Similarly they may be present in persons who are to be convened by the Board or designated by the Director General of Fine Arts, Archives and Libraries.
Article 8. ° Subject to the preceding article, the procedure for the convening, constitution and adoption of resolutions of the Board shall be as provided in Chapter II of Title I of the Administrative Procedure Act of 17 July 1958.
Article 9. º Perform Administrative Secretariat of the Jun-ta, attending meetings with voice but no vote, the Chief Technical Office of the General Directorate of Fine Arts archives and libraries.
Article 10. 1. The expert reports, in accordance with the provisions of article six, requested by the Board and are eva-priate by anyone other than the Civil Service, will be met from regular appropriations Ge-neral Directorate of Fine Arts and Archives Libraries.
2. Board members accrue in the form rule-mentary attendance and service fees due to them. REPEAL PROVISION


This Order shall come into force on the day following its publication in the Official Gazette.
