Section forty .- The Library service Nacionalestará a Board whose main mission is to promote the development of it, to contribute their efforts and tips to improve facilities, increase suscolecciones and generally maintain the prestige that suimportancia due.

The Director of the National Library will be Second Vice President and shall act as Secretary of the Bi-National braries.
The powers and duties of this Board is to-end by an additional decree.

En todas ellas, con las limitaciones y excepciones que de­terminen los Reglamentos, se establecerá el servicio de prés­tamo de libros.

Article forty-seven .- The immediate guidance of the "National Reading Service" shall be exercised by the Inspectorate-General for Libraries through the Board of acquisition and distribution of publications.
That inspection may delegate its inspection functions Toras in this Board or the directors of provincial public libraries subject to the rules established by the General Directorate of Archives and Libraries.

PART IV CHAPTER I
Treasury Heritage and historical documents and literature of Spain
Article forty-nine .- It is the historical and documentary heritage and literature of Spain, whose preservation and enhancement is inexcusable State duty, elconjunto of manuscripts, printed and bound in historical, literary or artistic whoever fueresu holder.
