The Law 10/2007 of June 22, of Reading, the Book and Libraries in its second additional provision has provided the Centre of Reading and Book, as a body under the Ministry of Culture, which provides an ongoing assessment of the status of books, reading and libraries as a whole providing that its composition, powers and operation established by regulation.
The creation of the Centre of Reading and the Book is based on the current and potential importance of the English book industry in all its richness and linguistic diversity, universal screening of the English language, the need for continuous monitoring of changes in the book industry with the consolidation of new technologies and to the situation of sales and distribution channels, the need for proper study and proposal to improve the library system, the importance of knowing and agreeing on proposals aimed at improving incentives for creative writing and their rights, recognition the importance of the role played by translators and the need to support the desirability of sharing experiences and views on the design and implementation of various plans to promote reading in general, cooperation and active assistance between national authorities and the book industry, policymakers throughout the book and reading.

:
Article 1. Purpose, nature and affiliation of the Centre of Reading and the Book.
1. This Royal Decree is to regulate the functioning of the Centre of Reading and the Book, and its composition and functions.
2. The Centre of Reading and Book aims to ongoing analysis of the status of books, reading and libraries. We shall also promote institutional collaboration, especially with observatories or bodies of similar features that exist in regional and local administrations, advice, reports, studies and proposals for action in relation to reading, books and libraries. Ongoing analysis and evaluation will include a prospective study of these materials.
3. The Centre of Reading and the Book is a collegial body under the Ministry of Culture through the Directorate General for Books, Archives and Libraries.
Its legal status is subject to the rules contained in Chapter II of Title II of the Law 30/1992 of 26 November Legal Regime of Public Administrations and Common Administrative Procedure .
Article 2. Functions.
Observatory Book Reading and exercise the following functions:
a) act in an advisory, analysis and dissemination of regular information on the situation of reading the book and libraries.
b) collect and analyze information on measures and actions implemented by different institutions, both public and private reading, books and libraries.
c) To act as a meeting point between public and private bodies and promote collaboration among them on promote reading, books and libraries.
d) To formulate policy proposals to improve the situation of reading habits, books and libraries.
e) Collaborate with other observatories, regional, Latin American and European as well as similar organizations devoted to the study of reading, books and libraries.
f) Prepare an annual report containing the information, recommendations and actions most relevant to the situation, practices and trends in Spain in the field of reading, books and libraries.
Article 3. Membership of the Centre of Reading and the Book.
1. The Observatory has the following composition:
1) Chair: Minister of Culture.
2) Vice President: The President of the Board of Library Cooperation.
3) Members:
1. º The Director General of Books, Archives and Libraries of the Ministry of Culture.
2. º The Director General of the National Library.
3. º The Director General of Education, Training and Educational Innovation, Ministry of Education and Science.
4. º The Director General of Statistical Products of the National Institute of Statistics.
5. º The Assistant Director General for the Promotion of Books, Reading and English Literature from the Ministry of Culture.
6. º The Assistant General Coordination Library of the Ministry of Culture.
7. º The Assistant Director-General of Department, Educational Programs and Inspection, Ministry of Education and Science.
8. º The Assistant Director General for Research and Modernization of the Internal Trade, Ministry of Industry, Tourism and Trade.
9. º The Director of the Statistics Division of the Ministry of Culture.
10. º Six representatives of the regions designated by the Sectorial Conference of Culture.
11. º The Director of the Department of Education, Culture, Youth and Sports of the English Federation of Municipalities and Provinces.
12. The President of the Federation of Publishers' Guilds of Spain (FGEE) or his delegate.
13. The President of the English Confederation of Unions and Associations Booksellers (CEGAL) or his delegate.
14. The President of the Federation of National Associations of Distributors of Publications (FANDE) or his delegate.
15. The President of the English Organisation for the Children's Book (OEPLI) or his delegate.
16. The President of the National Association of Publishers of Books and Teaching Materials (ANELE) or his delegate.
17. The President of the Publishers Association of Cultural Magazines from Spain (ARCE) or his delegate.
18. º The Chairman of English Reproduction Rights Organization (CEDRO) or his delegate.
19. The President of the Writers' Association (ECA) or his delegate.
20. The President of the English Federation of Archives, Library, Documentation and Museology (FESABID) or his delegate.
21. The President of the Network of University Libraries or his delegate.
22. The President of the Foundation Ruipérez Germain Sanchez or his delegate.
23. º to a maximum of five experts in the field of reading, books and libraries, appointed by the House on a proposal from its Chairman.
2. In case of vacancy, absence, illness or other lawful cause, the holder of the Presidency will be replaced by the holder of the Vice President and in his absence, the Director General of Books, Archives and Libraries.
Article 4. Operation.
To fulfill its functions, the Centre of Reading and Book can work in plenary, technical committee and working groups.
Article 5. Plenum.
1. The plenary, which will consist of all members of the Centre, shall perform the following functions:
a) allocated to the Centre of Reading and the Book in Article 2 of this Royal Decree.
b) approve the annual performance Observatory in the framework of the objectives set out in Development Plan of Reading.
c) Approve the internal rules of operation of the plenary session of the Technical Committee and Working Groups.
d) Approve the annual report of the Centre of Reading and the Book.
e) Establish guidelines and approve the studies, reports, and advisory lines of action proposed by the Technical Committee in the performance of its functions.
2. It shall be the Secretariat of the House, with voice but no vote, an official with the General Directorate of Books, Archives and Libraries of the Ministry of Culture in the Centre for Reading and the Book and appointed by the President of Parliament.
Article 6. Technical Committee. Composition.
The Technical Committee will have the following composition:
a) A representative of the General Directorate of Books, Archives and Libraries of the Ministry of Culture to serve as Chair.
b) A representative of the Directorate General of Education, Training and Educational Innovation, Ministry of Education and Science.
c) A representative of the Directorate General for Trade Policy of the Ministry of Industry, Tourism and Trade.
d) A representative of the book sector appointed by the President of the Technical Committee, a joint proposal by the FGEE, CEGAL and FANDE.
e) Three experts in the field of reading, books and libraries designated by the Chairman of the Technical Committee of the Whole a proposal.
f) It shall be the Secretariat of the Technical Committee who holds the Secretariat of the House.
Article 7. Technical Committee. Functions. It
Technical Committee exercise the following functions:
a) Make the House the lines of study, advice and analysis on the area of \u200b\u200breading, books and libraries, to be discussed by the plenary.
b) prepare and submit to the plenary for approval the internal rules of operation of the Centre for Books and Reading
c) Any other function could assign the House.
Article 8. Working groups.
1. It will create working groups to the area of \u200b\u200bthe publishing industry, to promote reading, libraries, the creation and intellectual property and other issues related to the functions of the Centre.
2. The functions of these groups will prepare for the plenary and technical committee reports on research needs and propose recommendations for improving the studies that come by on the situation and development of reading, the book industry and libraries.
3. The creation and composition of the working groups will be agreed by the plenary of the Centre, proposed Technical Committee. The work groups will be provided for the internal rules of operation of the Centre for Books and Reading.
Article 9. Schedule of sessions.
1. The Plenary and Technical Committee will meet, on a regular, at least once a semester and, extraordinarily, whenever agreed the call of its President or at the request of the majority of its members.
2. The decisions of the plenary and the Technical Committee shall be by majority vote of the members present.
3. The Chair of the Plenary and Technical Committee meetings shall be held at least ten days notice and order shall the day. The period can be shortened to three days in an emergency.
4. Without prejudice to the specialties provided for in this rule shall apply the provisions of Chapter II of Title II of Law 30/1992 of 26 November on the Legal Regime of Public Administrations and Common Administrative Procedure
First additional provision . Constitution of the Centre of Reading and Book.
The Centre of Reading and the Book shall be lodged within six months following the entry into force of this Royal Decree. Second additional
. Observatory staff at the service of the Book and Reading. Staffing
Observatory Book and Reading will be done through the corresponding change in the ratio of jobs in the Ministry of Culture. That amendment, in any case, may involve increased public expenditure.
First final provision. Development and implementation.
It authorizes the Minister of Culture to make necessary arrangements for the development and implementation of this Decree.
Second final provision. Entry into force.
This Royal Decree shall enter into force on the day following its publication in the Official Gazette. "
