REGULATION OF LIBRARIES OF DEFENSE

CHAPTER I General Provisions

Article 1. Object regulation.

This regulation is to define the legal framework necessary for the operation of the Network of Libraries of Defense, hereafter RBD, establishing basic rules for its organization and management.

Article 2. Definitions .

For the purposes of these rules are defined as follows:

a) Library is any organizational structure of the Central Government or its public bodies, through resources, processes and appropriate service , is to serve as a support tool the study, analysis and basis of decisions by bodies that are framed, and to facilitate access by citizens with equal opportunities to documents published or broadcast in any media and collected in any medium, including digital libraries defined in Article 2 h) of Law 10/2007 of June 22, the reading of books and libraries.

f) Bibliographic Heritage of Defense is funding the entire integrated bibliographic and documentary collections, preserved in any library centers support the Ministry of Defence and its autonomous bodies.
g) Central library is any library or documentation center that collects and maintains organized a library collection because of its nature and plans and provides services to its users.

Article 3. Scope regulation.

This regulation affects all library outlets Defense Ministry and its autonomous bodies, regardless of their organizational affiliation, and technical services related to them or to activities within its jurisdiction.

CHAPTER II

The Library Network Defense

Article 4. Library Network Concept Defense.

The RBD is the set of library centers, organs leadership and management, and instrumental means whose primary purpose the preservation, dissemination and access to the bibliographic heritage of Defense as well as ensuring the best use of bibliographic and documentary resources through coordination and cooperation between its various elements .

g) To promote the reading habit as a means of transforming information into knowledge.
h) Support and promote research areas on the bibliographic heritage of the Ministry of Defence.
i) To represent the common interests of the libraries of the Ministry of Defence, encouraging participation in cooperative projects, both national defense with libraries in other countries and international organizations, in coordination, in this case, the Secretariat General for Defence Policy.

Article 6. constituent elements.

Article 14. General Directorate of Documentation and Publications .

b) Coordinate with the Headquarters of the Army and Navy, the contents of multi-annual strategic plans and action programs.
c) Develop management reports of RBD.
d) Collaborate with Statistical Services of the Ministry of Defense in addressing the requirements of the National Institute of Statistics and the Ministry of Culture.
e) directing the development of technical and procedural standards.
f) Encourage the development or modification of the relations of good jobs for the proper functioning of the schools and library services.
g) To propose and develop plans to increase the level of training of technical staff of the RBD.
h) Coordinate inventory, conservation and promotion of heritage Defense literature.
i) Conduct evaluation studies on the operation of library facilities, existing resources and needs and wants of the RBD, to effect improvements to be proposed.
j) To monitor and ensure compliance with this regulation.
k) Prepare the reports requested by the Technical Secretariat.

Article 15. advisory and consultative body.

Article 16. Ministerial Coordination Committee for the Defense Libraries.

g) To ensure compliance with this regulation.
4. The Ministerial Committee on Library Coordination of Defence will meet in ordinary session at least twice a year and in extraordinary session whenever the president on his own initiative or at the request of one third of its members, deems appropriate for the development of any functions assigned to it.
5. Notwithstanding the provisions of this Article, the Ministerial Committee for Coordination of Defence Library is governed by the provisions for corporate bodies, under Title II, Chapter II, of Law 30/1992 of 26 November, on the Legal Framework of Public Administrations and Common Administrative Procedure

Article 17. Technical Commissions .

1. The Technical Commissions will be instrumental for the proposed bodies and monitoring the various projects and activities of the RBD.
2. The Sub-Directorate of Documentation and Publications General the convening, constitution and management of those technical committees deemed necessary in accordance with annual work programs.

CHAPTER V

Human Resources
